Minnesota Public Grant Manager

Position Summary:
The Public Grants Manager provides critical program, technical and administrative support for the management of publicly-funded project and program grants at Trust for Public Land (TPL) in Minnesota. Trust for Public Land - Minnesota manages 20 — 25 multi-year public grants (for a total of about $10 – $12 million annually) from state and federal sources.  Key funding sources include Minnesota’s Outdoor Heritage Fund, Minnesota’s Environment and Natural Resources Trust Fund, and more. The Public Grants Manager works with land protection program staff to ensure proper compliance with all rules associated with these grants; and supports the land protection staff as well finance staff by organizing and tracking grant deliverables, budgets, contracts, and reports and to ensure the proper compliance with the rules associated with these grants; and, is a critical link between TPL departments and with TPL partners.

This is a 30-hour a week position. 

Public Grant Management: 55%
  • Ensure that the compliance requirements of public grants are understood by staff, used to create internal standard processes and are documented for potential audit review.
  • Provide quality control during the submission process for grant proposals and ensure required documents are included with grant submission and appropriately filed in TPL’s electronic filing systems.
  • Create and maintain grant calendar. Work with land protection staff and partners as well as TPL finance staff to create a shared grant calendar; enter key dates for all new and existing grants; and monitor existing grant reporting and other key dates.
  • Ensure new grants and grant amendments are set up in accounting, time- keeping, and filing systems.
  • Be a resource on compliance with grant standards for record-keeping, routinely monitor grant folders for compliance documentation, and help train and ensure that new staff follow the compliance guidelines.
  • Review reimbursement requests prepared by finance department before submission to the funder to confirm backup documentation.
  • Fee title acquisition: Assist as needed with the submission of the acquisition packet to the funder.
  • Grant reporting: Assist with grant reports as needed, including tracking and compilation of outcomes/deliverables for use in status updates and final reports.

Contract Management and Compliance: 10%
  • Monitors agreements with subcontractors: Work with subcontractors to ensure they meet the procurement compliance requirements of grant awards. Aid in creating and maintaining  necessary documentation, including memorandums, requests for bids, contracts and contract amendments, as required by funder.
  • Contract templates: Work with staff to create standard contract templates to ensure consistency and minimize risk.
  • Contract review: Serve as quality review for contracts developed by land protection staff prior to attaining signature.
  • Budget review: Confirm there is sufficient funding in grant prior to attaining signature. Work with land protection and finance staff to maintain and update grant budgets and tracking systems.

Other support and activities: 10%
  • Assist with the development, preparation, and submission of grant applications for local, state, and federal public agency funding.
  • Assist program staff in monitoring grant proposals following submittal to funding agencies; gather and provide additional information as needed.
  • Assist in other activities as directed by Minnesota / Northwoods Land Protection Director.
  • Associate degree and/or three years grants or contract management experience OR a similar combination of education and experience.
  • Familiarity with government/public grant requirements.
  • Well-organized and self-directed.
  • Highly attentive to details and accurate.
  • Ability to manage multiple deadlines and work with multiple departments.
  • Ability to work independently and take the lead on internal projects when needed.
  • Ability to work under pressure and meet deadlines. Creative and independent worker.
  • Ability to establish professional relations with partner organizations and various outside agencies.
  • Proficient with computers and spreadsheet/word processing applications. 
  • At least 3-years experience in an equivalent position.
  • Ability to use good judgment, take initiative, and make recommendations to solve problems.
This is a 30-hour a week, salaried position. You will be eligible for Trust for Public Land’s comprehensive benefits program which includes medical, dental, and vision insurance, vacation,  holidays, and a 403(b) retirement plan, currently with an up to 7% company match. We offer competitive salaries commensurate with experience; the hiring range for this 75% position is $45,000-56,000.
