Legislative Director - Federal Affairs

The Legislative Director has overall responsibility for managing the day-to-day implementation of TPL’s annual federal policy and appropriations work.  At the direction of TPL’s VP and Director of Federal Affairs, the individual in this position is expected to provide the legislative and strategic management, leadership, creativity and problem solving skills necessary for TPL to secure maximum success in advancing public policy priorities and securing federal funding through a successful teamwork approach
 
ESSENTIAL FUNCTIONS:
  • Lead implementation of TPL's federal policy and appropriations priorities and strategic plan; work with VP and Director of Federal Affairs on development of the plan.
  • Track Congressional activity including introduced bills, committee hearings and markups and House and Senate floor schedules
  • Lead and manage TPL’s annual budget and appropriations project lobbying, including attention to agency and Congressional timeline and process for annual federal budget and appropriations; coordinate and oversee TPL staff lobbyist efforts on all appropriations requests for projects and programs; manage Congressional lobbying on authorizing legislation related to federal funding opportunities.
  • Management of a specific project lobbying portfolio and engagement with TPL state and field office directors, project and other division staff in all aspects of federal project lobbying responsibility, including development of project portfolio; communication with agency and congressional staff; cultivation and management, as appropriate, of landowner relationships; trouble-shooting of closing issues, and general problem solving. 
  • Act as liaison for TPL staff and agencies/Congress on specific federal conservation programs and issues, as determined by supervisor.
  • Represent TPL at Green Group/B-Team bi weekly meetings, in other coalitions and with Congress as needed.
 
QUALIFICATIONS:
 
--             Bachelor's degree required; master’s degree preferred.
--             Minimum of 8-10 years in government and/or government relations, with conservation/environment focus preferred..
--             Extensive proven understanding of Congressional process and significant record of achievement on policy and/or             appropriations issues.
--             Excellent organizational and management skills.
--             Excellent presentation and communication skills.
--             Demonstrated judgment and independent ability to manage a strong program.
--             Ability to establish professional relations with government officials and other outside contacts.
--             Availability for travel.
